In chess, the driving force is called "tempo". In essence, it is the advantage one has by keeping your opponent defensive and responding to your moves instead of being able to mount an offensive themselves. The longer you can keep your opponent reacting to what you're doing, the better your chances of victory. This is also sometimes referred to as "initiative". And once you have it, do all you can to never let it go.
This opening quote is a Hollywood paraphrasing of Sun-Tzu's "Art of War". Taking the initiative is key if we desire a positive change. But change is not an event, it is a process. Once we "step out" to make something happen, we must be prepared to follow it all the way out. Going off "half-cocked" is counterproductive and dangerous.
